三是法律制度层面。党的十八大以来，在党中央坚强领导下，全国人大常委会党组高度重视生态环境领域立法工作，生态环境法律制度建设取得重大成就，新制定了土壤污染防治法、长江保护法、湿地保护法、噪声污染防治法、黄河保护法、黑土地保护法、青藏高原生态保护法等法律，同时对环境保护法、大气污染防治法、水污染防治法、固体废物污染环境防治法、森林法、野生动物保护法、海洋环境保护法等法律进行了修改。目前，现行有效的生态环境领域法律有30多部，还有100余件行政法规、1000多件地方性法规，以及相关的司法解释、规章制度等，既为推进生态文明建设提供了法治保障，也为编纂生态环境法典提供了坚实的法律基础。
