国际消费中心城市的竞逐也在同步升温。2025年11月20日，就在各省规划建议密集审议期间，商务部官网发布了国际化消费环境建设试点城市拟入选名单，北京、天津、上海、南京等15城入选。这一布局同步体现至地方规划：浙江、山东、湖北、湖南、广东、四川等十余个省份均在“十五五”规划建议中明确表态，支持培育、建设国际消费中心城市。
